Kerckhoffs Principle states that the algorithm for cryptography should be made publicly available, and that only the key should be kept secret. He believed that the more people who could review the algorithm would increase the identification of flaws within the algorithm and allow the developer to modify the algorithm to reduce the flaws. Some people in the security community agree with this principle, while others (namely in the government) disagree and believe both the key and the algorithm should be kept secret.
