Personally, I agree and disagree with this statement depending on what aspect I am thinking about it in. If you think that the statement is essentially saying that team building is not as important as the planning and technical challenges, then I have to disagree. On the other hand, if you think that the statement if essentially saying that planning and technical challenges can make or break projects, then I have to agree.
In most cases, companies and organizations can build a project, contract, or program through the technical use of to-do lists, assigning tasks, meeting deadlines, conforming to budgets and schedules, and evaluating performance. Having a strong team that effectively communicates, meets or exceeds deadlines, and is comfortable enough to be themselves around each other is great, but sometimes is not needed. Training employees to get along and essentially do the job can easily be done, as for the employees, they would be facing say a promotion or termination.
In the other cases, having a strong framework for team building and team cooperation/collaboration stems down from the amount of time the CEOs, Project Managers, and higher-up managers are setting aside to build team trust, team ethic, and team identity. When business/work is not as high, or when projects/jobs are not as high priority, it can be beneficial to both the employees/employers and customers when there is a strong connection amongst the workers. Team building can be beneficial in a series of ways, such as accomplishing or exceeding the desired outcomes, improving work completion and workplace mannerisms/life as employees learn each other's strengths, weaknesses, and interests, improving communication and motivations through celebrations/rewards, and ensures proper training for collaborating with fellow employee's/countries/cultures. With this, I believe that team building is a must for all companies and workforces, as it allows the employees to find a sense of meaning and purpose, versus just feeling like another body that shows up, makes the same repetitive motions, and leaves in order to collect a paycheck. For people, having that sense of meaning and purpose is important, and being the employer providing that is huge. So yes, team building is nice to have for projects, and I feel should be established/enforced in many/all projects if possible.
