First peer:
There are many misconceptions as to why the Human Resource department is perceived so negatively. This often causes issues and breeds resentment for HR personnel. The false accusations just make it harder for HR to do their job. For example, people use HR in order avoid effectively communicating with their colleagues. But see, that is not their job. HR will be present for difficult conversations, but they will not participate in them, they will just mediate and intervene if things become hostile. HR professionals are there to guide employees and managers towards establishing a more cohesive relationship. Second, HR does not make the decisions that go into office changes or firing someone. They conduct their research and provide their recommendations to the organization's leadership; the leaders are the ones who make the decisions.

Comparison:
I would say that the active (present) voice works better than the past tense voice because it aligns with the rhytmn/flow of the paper. The paper is already written in an active voice/tone so it was hard to find a good example within my writing of a passive voice. The sole reason why I write in an active voice is because it shows the productivity within the writing, it emphasizes the actions being taken.
