QUESTION 3 (22 MARKS) 3.1 Briefly define what is meant by "delegation"? (1 mark) 3.2 The Minister of Justice is delegated by the President to attend a Forum of SADC justice minister in Lusaka, Zambia. In her place, he appoints the Minister of Defence to stand in for her and execute all the functions of the Ministry of Justice. (5 marks) 3.3 The Ministry of Fisheries and Marine Resources decides to allocate an amount of N$500 million to the Erongo Regional Council to build an aqua culture facility. The Regional council is expected to use its discretion on how the money is going to be used in this endeavour. (5 marks) 3.4 After recovering from a certain illness, the Minister of Skills and Employment Creation instructs his Executive Director to oversee the launch and implementation of a Policy National Policy on Employment Creation. The Executive Director is also expected to deliver the Minister's speech at that particular event.
