The Case: Simie Tanwari is the head of Human Resources at the Pinky Hotel located in Murari Beach. One Thursday afternoon she receives a telephone call from the Hotel General Manager, Tommy the bean Counter that her budget for the next fiscal year is being cut. When Simie asks why Tommy explains that Human Resources does not contribute to the bottom line per dollar the way that the Marketing department does. Tommy goes on to state that he can easily show how much of a return they receive for every dollar that is spent in Marketing but that the numbers show that Human Resources spends funds but doesnt contribute much. Simie is quite frustrated because her budget hasnt increased in three years and she had planned to ask for an increase to cover the rising costs of background checks for the employees. The background checks were begun three years ago when the hotel was found liable for thefts of guest property from the main safe by employees whod been terminated from their prior jobs for theft and violence. The hotel didnt know because background checks werent required and references were poorly conducted. Additionally, shes concerned that shell have to cut programs like sexual harassment training which was instituted about five years ago as a result of the hotel losing two multimillion dollar lawsuits. Simie demands a meeting with Tommy to begin in two hours and wants you to attend. She wants you to put together a fairly brief but thorough explanation regarding why the Human Resources budget should not be cut. As justification, she wants you to explain to Tommy the importance of the Human Resources department to the organization and why it may not be entirely beneficial to measure the importance of the department based on money spent and an increase in hotel revenues as is done with the marketing department.
