The strategic IT plan should address institutional weight by supplying data that explains the value and necessity of IT initiatives (p.124). The ELT can mitigate the effects of institutional gravitation by advocating for the IT initiative, emphasizing its significance to the organization, and providing a comprehensive financial analysis for the proposed project (p.125). If the ELT is the source of institutional gravitation, the CIO should transfer their attention to stakeholders outside the ELT and advocate for the secret networking and mentoring (p.125). The CIO must also ensure that the IT initiative has "proper visibility within the organization" and that all critical stakeholders are involved in the discussion (p.126).
