Quality - (PJutras) Jane Goodwin newly appointed Vice President of Operations for Midwest Health Care was excited about her new position yet concerned about the current management and structure of the Chicago based HC organization. The MWHC organization was continuing to grow by adding a new HC center about every two years. Currently, they consisted of Center City, North Central/ South and most recently West HC. With the recent expansion to a new center in East Chicago Jane saw an opportunity to bring in new management perspectives and to change the present way of operating. James Chang a recent MBA graduate introduced a number of progressive structures and operating procedures in his new center. He recruited staff from the other Midwest centers and also a number of outsiders. As a departure from the tradition of hiring from within she selected Chang from Albany New York to serve as the director of the new center. One of James' first actions was to ask his new": staff to name the East Center. They chose the name, Quality One HC. Chang soon created project teams in areas of operation such as pharmaceuticals, emergency services and preventative medicine. From the beginning moral was high and in the first year the results demonstrated steady, gradual improvement. Tensions among current centers began to surface. The staff at these centers referred to the employees leaving to join Ql as agitators. When Jane encouraged center directors to visit the new HC center.
