Policy Drafting Assignment: In the last two semesters, we have looked at the impact of the Internet of Things (IoT) and the need for some type of policy and regulation. First we looked at the home - the IoT products and their impact on our daily lives. Last semester, we broadened the possibilities to include the car - with the same objective to draft a policy regarding the IoT being incorporated into the automobile. Following is the core of that assignment: Policy Drafting Exercise: Internet of Things (IoT) In 2013, the Federal Trade Commission held a workshop and issued a report concerning the Internet of Things (IoT). In 2014, Forbes provided a good primer on the subject. Technology and risks have progressed since then. We now benefit from and are threatened by the growing number of devices we use that communicate via the internet. For example, we can manage our utilities or avoid traffic because of shared data. But, there also have been several major system outages that were facilitated by the exploitation of IoT devices. There are some nascent solutions emerging to improve the security of the IoT. The federal government is exploring ways to improve that security. Here is an article addressing potential government actions. http://www.csoonline.com/article/3154852/internet-of-things/cangovernment-really-fix-the-iot-mess.html This assignment provides you the opportunity to think about the future. You need to consider where technology is leading us and devise a policy approach to better manage that IoT future. Think about who can issue the needed policy and how it can be enforced. There are two important environments that are already absorbing IoT devices. These are the home and the automobile. Choose one for your paper. Develop a paper that describes the future of your chosen environment. How are IoT devices involved? What benefits do they provide? But, the IoT devices also present some problems. Other Options If there is another emerging technology or if you wish to focus on IoT in another environment, feel free to contact me at mary.carroll@faculty.umuc.edu no later than October 8, 2017 with your proposal. Paper Content You may choose the structure of your paper. I would appreciate a high-level outline that could serve as a Table of Contents. It would be useful if you provided Section Headings at least to the level of your Table of Contents. I will provide the Rubric I use for this assignment by October 1, 2017. Until then, here are the general components (or content) expect to see: Introduction - purpose/description of the paper Background of the Technology/Environment - where we are and how we got here Benefits and Challenges - key benefits/promises, potential problems or drawbacks. Issues Presented - legal, ethical, moral, technical Projected Future - where we seem to be headed (note generally how far in the future you are projecting) Proposed Policy Solution - who could/should issue policy, potential enforcement approach, principles that should be addressed. For example, o Information Collection - what limits should apply? o Information Sharing - with whom should it be shared? o Information Retention - where should information be stored? How should it be protected? How long should it be retained? Conclusion - high-level summary including your expectation of the future course of action. About half of your paper should be devoted to your discussion of issues and your proposed solution. Requirements: The paper will be 9 - 12 pages in length, double-spaced. The writing assignment will be graded on three criteria. The first criterion is substantive merit (the student's grasp of the subject matter). The second criterion is writing (grammar, usage, spelling, and punctuation). Finally, the third criterion is style (how well the student communicated his/her ideas in writing). Students are expected to write at the graduate (professional) level. Please refer to UMUC policies on academic dishonesty and plagiarism. If you are uncomfortable writing, please consult with the UMUC Writing Center for assistance. The page limitation does not include the Title Page, Table of Contents or the Reference List. No Abstract is needed. In this paper you must demonstrate graduate level writing and comply with the format requirements of the Publication Manual of the American Psychological Association, 6th Edition. Careful attention should be given to spelling, punctuation, source citations, references, and the presentation of tables and figures. It is expected that all course work will be presented on time and error free. Be sure to include the certification statement: "This paper or presentation is my own work.
