Question: Problem 2 - 3 ( 3 0 Points ) A bypass highway is proposed to be constructed around Sperryville, a town in Greene County, Ohio.

Problem 2-3(30 Points)
A bypass highway is proposed to be constructed around Sperryville, a town in Greene County, Ohio. The
bypass highway will be 9 miles in length and is classified as a rural restricted access road type. The
projected opening date of the bypass highway is the year 2030. The proposed bypass will replace the
current route through town (a 6.5-mile urban unrestricted access road type) for "through" trips. It is
expected that the bypass will improve travel conditions for both "through" trips as well as local trips
remaining on the route within the town.
The current traffic (2024) on the current route through the town is 15,000 vehicles per day. Traffic
forecasts for the year 2030 indicate that the new bypass highway will have an average of 19,000 vehicles per
day. Traffic forecasts also indicate that the current route through town would have 19,000 vehicles per day
in 2030 if the bypass is not constructed and 3,000 vehicles per day if the bypass is built. The traffic model
projects that there will be substantial induced traffic, particularly among trucks, who are expected to use
the new highway instead of other routes in the region. The composition of the traffic under each scenario is
shown in the table below:
Additional information about the vehicle speeds and fuel economy for peak and off-peak periods by vehicle
class is given in the table below. The travel demand model indicates that approximately 25 percent of the
ADT will occur during a four-hour peak period of an average day.
As part of the environmental analysis of this project, you have been asked to calculate several MOEs to
support a comparison of the three scenarios (Existing, No Build, and Build). Using this information,
calculate the following MOEs for the three scenarios:
[a] Total ADT and T24
[b] Total VMT and VHT per Day
[c] Total Delay Hours per Day
Report your results in the form of a summary table or chart(s) to facilitate comparison between the three
scenarios and comment on the results. How do the scenarios compare on the MOEs? Note: You may use a
computer spreadsheet to assist with your calculations; please include your spreadsheet to Di.,., ; in your
submittal, as this will assist with partial credit if warranted.
