*python 3.6* need help turning a csv file into a dictionary in python. cannot use import file format. the format to be used is the open file format. (f=open.("file.csv") )

the csv file contain data of hurracaines.

I need to create a dictonary in which the years (1992,2012 ect) are the KEYS and the name,category,death and damage in millions are the values.(don't need the minpressure and gender in dictonary).
