The system is designed to supply warm water at a temperature of 40C (T_out), achieved through a tap mixer that blends hot water from the cylinder with cold water at 10C. please write a python function that returns the hot and cold water flow rates (m_h, m_c) for a given warm water flow rate (m_out), warm water temperature (T_out), cold water temperature (T_c) and hot water temperature (T_h). T_out is 40 C , T_c is 10 C, T_h is 100 C.
