The concept of "ends, ways, means, and risk" is the framework used by military strategist and planners to define and analyze various elements involved in achieving a specific objective or end-state (Joint Chiefs of Staff, 2020). The "ends" in irregular warfare is to prevent, deter, disrupt, and defeat irregular threats with prevention being favored over the latter (Joint Chiefs of Staff, 2010). The "ways" are five activities that run concurrently, in parallel, and are often blended: counterterrorism, unconventional warfare, counterinsurgency, stability operations, and foreign internal defense (Joint Chiefs of Staff, 2010).
