First, employee problems; Jeff, a department manager, is what some people call "from the old school" of management. He is bad-tempered, bossy, and often shows an "it is my way or the highway" attitude. Jeff is about five years from retirement. Jeff has a high turnover rate in his department. There have been several complaints on company surveys about him from outside and his department. People have commented that Jeff is "rude" during meetings and does not let others contribute.
