SECTION A: COMPULSORY - CASE STUDY SECTION A: Answer all questions in this Section (40 marks) CASE STUDY The Ministry of Railway Development, which was purposely established by the President to focus and facilitate the development of the defunct Ghana railway system has started work earnestly to reconstruct the dilapidated railway and construct new railway lines to link all regional capitals to resuscitate railway transport services in the country. The resuscitated railway is expected to transport bulk cargo and mass transportation of passengers across the country to reduce congestion and the rapid deterioration of the roads as a result of increased usage of the road as the dominant transport network in the country. The Ministry in order to convince and attract patronage of the rail services, had planned to launch an advertising campaign in the Ghanaian newspapers to educate people about the new improved railway system (as means of transport) and the benefits it stands to bring into the economy of the country in terms of safe and efficient means of transportation of goods to end users and passengers. Following decades of neglect, the Ghanaian public is still skeptical about the resuscitation plans of the railway system and the benefits it stands to offer as effective means of transport due to the neglect and vain promises it has suffered over the years. The Ghanaian public are aware that some of the critical challenges that led to the collapse of the railway system was inadequate funding for infrastructure development, political interferences and mismanagement by officials. However, Ghanaians appreciate that the revamping of the railway system is a key enabler to the socio-economic development of the country. They are of the firm belief that if the rail lines should come on stream, most of the transport challenges facing the country such as congestion, pollution, safety, parking etc. could be minimized if not completely removed. but their major challenge is the lip services and failed promises various leaders have left as a scar in their minds. You are a transport consultant for the Ministry of Railway Development responsible for providing the content of the advertising campaign to convince the public to believe in the transformation agenda of the Ministry. The agenda is to shift majority of transport users from Consinced road to the rail to enable the railway to regain its position as a major mode of transportation in Ghana. It is also to influence policy makers to make railway infrastructure a major priority in terms of budget allocation to various sectors of the economy. With your understanding in transport policy and planning, answer the following questions. (i) Briefly explain four (4) benefits you will put forward to educate the Ghanaian public to convince them about the new improved railway system (as means of transport) that can facilitate the economic development agenda of the country ( 10 Marks) (ii) Discuss at least four (4) merits of rail transport in Ghana over road as a dominant mode of transport that you will put in your content to influence Ghanaians to buy into your advocacy (10 Marks) (iii) Discuss four (4) key factors that influence the choice of a transport mode which will be taken care of in your content to influence transport users to shift from road to rail.
