Supply Chain Management, continuous review inventory policy.

How do I compute these costs to determine the best warehouse, Atlanta, Boston, Chicago, Dallas, or Los Angeles, to serve as the central warehouse for a manufacturing company. I need to know the values of each if they were to serve as the central warehouse under the continuous review inventory policy. The average demand here is 221.75 (The outbound costs are supposed to be multiplied by the average demand. What I am struggling with is determining which values to multiply by the average demand of 221.75. Please help!
