Chemical industry acts in converting raw materials such as oil, natural gas, air, water, metals, and minerals into new products. Nowadays, there are many chemical factories can be found in Malaysia. In the Occupational Safety and Health (Safety and Health Officer) Order 1997, an employer of the class of industries listed in the order including the chemical industries must employ a competent and qualified person to act as a safety and health officer at the work place. Occupational Safety and Health (Safety and Health Officer) Regulations 1997 have been made and provide details of registration of SHO, notification of SHO, duties of SHO and employer.

Imagine that you are a Safety and Health Officer (SHO) at a chemical factory, prepare a REPORT including following matters:

1. Give an introduction of a selected chemical factory.
2. State and explain the sections in Occupational Safety and Health (Safety and Health Officer) Regulations 1997 that stated the qualification for safety and health officer in ensuring the health, safety and welfare at work of all his employees especially in chemical industry.
3. The SHO should cooperate with the other employees in order to ensure safety and health at the workplace. What are your responsibility as the SHO in prevention of chemical exposure at the selected chemical factory to the other employees according to the Safety and Health Officer Regulation in OSHA 1994?
4. List and elaborate any types of hazards that exposed by the employees at the chemical factory. Based on the interpretations of the practicable in so far as is reasonably practicable phrase as per OSHA 1994, please elaborate the interpretation in reducing the risks to the employees at the chemical factory.
5. Please explain at least FOUR hierarchy of risk controls to reduce the risks of chemical exposure in chemical factory based on the hierarchy of risk control.
