The incarceration system is based on our countries tax dollars. It was started in 1987 in Schuyler County at the Monterey Shock Incarceration Facility. Shock is defined as a system that is similar to boot camp, with abuse treatments. They provide group counseling, education, and training. Shock programs have taken inmates with abuse issues during their time. Statistics have shown that graduates from their programs have had less chance if returning to jail after completion. These shock programs currently posses 60 facilities dedicated to helping inmates.As long as it is saving Americans their tax dollars, I'm sure they are happy to support.

I personally believe that the crime that landed you in jail, you can bounce back as a person. With how popular narcotics have become recently, it is common to find a person that hasn't lost a family member to them or they are locked up for the use/possession. It is sad... but the truth. Treatment and counseling needs to be provided in jail because you can mostly always choose a different path. Peer pressure leads a lot of users into using initially, not them just wanting to try the drug for themselves.
