He submitted that it also meant that it was not possible to ascertain the residual impacts of the projects. Without knowing this, it was impossible to know what mitigation measures ought to be required. In respect of the residual impact and mitigation, he referred to TM section 4.3.1(d) and to SB clause 2.1(v)'
