The U.S. should activate an emergency response called FEMA which is known by Federal Emergency Management Agency, this would allow coordination and manage response efforts. To assess the situation the U.S. need to gather information on Mexico on disasters, the affected areas and coordinate with agencies to ensure effective communication international. Other steps to take is providing immediate assistance, this includes rescue teams, supplies and equipment and establishing a command structure. International laws that exist that might restricts FEMA the ability to assist Mexico in a natural disasters includes sovereignty issues, legal restriction on military or government also limitations on cross borders emergency response operations. When responding to an emergency response and collaborating with national responses in dealing with Mexico territorial sovereignty fit into communication efforts by working closely with authorities and follow protocols to have an effective communication and using coordination to follow the principles of territorial sovereignty.
