The USSshaw was damaged, but not destroyed, at Pearl Harbor. After repairs, she participated in convoy missions throughout the war and was decommissioned in 1945. As the international outlook in Europe became increasingly bleak for the United States, relations with Japan also deteriorated. Japan's aggression was literally driven by the United States. The Japanese military machine relied heavily on imports of American steel and oil to carry out its attack on China and French Indochina. Imposing a strict embargo on Japan would have seemed obvious, but Roosevelt feared that Japan would attack the resource-rich Dutch East Indies to make up the difference. Beginning in the late 1940s, the United States became less patient with Japanese atrocities and began restricting trade with the Empire. Just before Hitler's invasion of the Soviet Union, Japan signed a non-aggression pact with Stalin. This eliminated the threat of a Russian attack on Japan's new possessions. While Europe was busy fighting Hitler, the United States remained the only obstacle to the establishment of a huge empire.
