Synopsis:

A certified engineer must use ISO-approved methodologies. Iceland had 24 Frumherji checks. Rural areas inspect 75% of vehicles. They can only be used to re-inspect cars that failed a previous inspection. A half of its personnel moved for vehicle inspections in 2008. The Hesthals facility was rebuilt and equipped for inspections. Some doors, lanes, and hoists wouldn't fit them. Staff turnover, government pay restrictions, and vacations taken during peak load hampered this facility.
