Washington passed a law requiring out-of-state residents with a second home or vacation home in Washington to pay an additional 3% surtax each year on their Washington properties. That state imposed no such tax on Washington residents with second or vacation homes in the state. The tax money collected by Washington was allocated to help support the state's Legal Aid services.
