University Administrators: are interested in ranking departments based on the average time people who belong to that department spend in the regions controlled by the department (the larger the time more hardworking, the people in that department). In particular, they want to visualize a leaderboard showing each department and its rank based on the average time (total time of all visits/number of unique users).
