what does this comment mean: It's very difficult to do any sort of strategic planning, virtually. Especially measuring disease prevelance, it's easier to witness than just to look at graphs and read data and reports. When looking at data, it is important to use previous data in order to compare and contrast for HCO managers to see what did and did not work from the previous situations.
