A recent TIME article declared Charlotte as one of the most desirable cities to live in America, citing its status as one of the country's largest banking hubs and among the fastest$-$growing metropolitan areas. Mayor Vi Lyles has maintained her leadership since $2017.$ According to Charlotte's government estimates, the film and sports industries contributed $$6$ billion to North Carolina's economy solely through tourism and job opportunities in $2020.$ Southern states, including North Carolina, have become preferred filming locations over California due to their lower costs, favorable climate, and diverse landscapes.

Facing an election year and looking to increase her chances of reelection while increasing tourism, Charlotte's mayor Vi Lyles is planning to construct a premier film district within the Charlotte metro area. The mayor hopes that this project will help Charlotte achieve the same status as competing cities as an epicenter of the film industry, further stimulating North Carolina's economy, and solidifying Charlotte's relationship with key studios.

To accomplish this, the mayor's office has put together a team of advisors and tasked them with building a report identifying potential locations for the district, as well as evaluating the political impact of the project on the upcoming election. The final $215-$page report highlights two potential locations: Matthews $($a suburb to the southeast of Charlotte$)$ and the SouthPark Mall $($located in the SouthPark neighborhood near downtown$).$

Increasing crime rates, bankruptcies to storefronts, and lower foot traffic have decimated retail. Currently, less than $40\%$ of the mall's retail spaces are occupied. The property has changed owners numerous times in the past decade and is currently up for sale.
