What should we NOT do to a workstep that is a bottleneck:

		Offer incentives to the bottleneck resources to continue working at full capacity indefinitely
		Develop ways to divert lower importance/non-critical units from the bottleneck to another lower cost work resource
		Increase bottleneck capacity by adding resources or finding improved work methods
		Make sure it gets defect free units to work on
		Make sure that people or other resources constituting the bottleneck operation are treated and maintained well to ensure maximum availability
