When I communicate from the C.E.Os office, my message either becomes distorted or misunderstood by the time it reaches the employees. I suspect sabotage by either the union or middle or lower level managers

1. Peruse the case
2. Define the problem or problems correctly
3. Identify the cause or causes of the problem or problems
4. Recommend and justify the action or actions to be taken
5. Specify how the problem or problems could have been avoided
6. Formulate a policy to be used as a guide in future situations
