write a sales commission calculator that calculates the total amount of sales and commission earned based on the following:

1. promts the user for a sales amout and contiues to promt until the user enters -1

2. calculates the commissin based on these rules:

a. a sales less than 5,000 has 8% commission rate

b. sales from 5k up to 10k has a 10% commission rate

c. sales 10k or more has a 12% commission rate
