The union was attempting to organize the Aladdin Hotel and Casino in Las Vegas. One afternoon, when a human resources manager overheard an organizer asking hotel workers to sign union cards during the lunch break in the employee dining room, the manager interrupted the conversation and told workers that they should make sure they understood all the facts before signing the cards. A discussion about unionization of approximately eight minutes' duration then took place. The union filed a complaint with the NLRB alleging that management was engaging in illegal surveillance in violation of the NLRA.
