In a multiple-project environment, the drum resource carries a certain “status,” since work performed by other resources (and the needs of other resources) are subordinated to it. In one company, management placed a flag at a work center to indicate that it was the drum resource. An improvement (TOC step 4) removed this work center as the constraint, and the flag was moved elsewhere to the new constraint. People working in the original center were disappointed and protested.
