Context

For this workflow, users will need to complete all 5 steps to process their submission. Each step will have a form containing a number of required tasks that must be completed before they are allowed to advance forward. At any point past the first step, the user can go back to a previous step.

Problem

Users are struggling with navigation through the stepper. Testing has found the following:

1. When users have completed a step they are not certain how to proceed.

2. When users would like to return to a previous step they are unsure what to select.
