Organisations need to engage with a changing context through changing the way they manage. In large part, this requires effective leadership $-$ by which is meant, a leadership that understands the true value of their role in public organisations with complex mandates.

One such organisation is the Johannesburg Metro. Recent developments, create the impression that the organisation is struggling to meet its mandate. Of concern, is the fact that the Johannesburg population will increase by approximately $20\%$ over the next ten years. The Metro has to both crowd in development, while providing security, housing, urban transport and basic utilities.

Assignment

An election has just placed a new political leadership in charge of the Metro.

Drawing on the concepts introduced in the first three units, provide a plausible strategic approach to ensure that the Metro is correctly positioned to address the requirements of its mandate.

In providing this approach, address the following:
