A long-term care facility's Electronic Health Record (EHR) system is being replaced from an outdated paper based system called EVATEK to an updated full electronic system called TBC Health System. The hospital currently employs 50 nurses, 20 administration, 20 PSWs, and 5 physicians, all of whom are in the 30-65 age group. It has been reported that a significant number of staff members fear the upcoming change. The leadership is pushing for the change for several reasons, including:

There is a new immigration policy that will promote people to move to the city which will potentially include older people
The hospital is partially on paper and therefore, is opening the opportunity for staff members to provide free services. There is no way for the corporate office to track any missing documentation.
No financial reporting is available to provide as part of the compliance regulations
No ability to connect to hospitals and other clinical care offices
it is taking too long and too much effort managing what medication management of each resident
Received an injection of 10Million USD from a private investor to fully automate and upgrade the system and all IT requirements to support the new systems
New government regulations being implemented where the government wants daily/weekly and monthly compliance reports from the LTC facility via electronic records this new regulation will start January 1, 2023.

Toronto Retirement Campus wants the project to be kicked off on March 5, 2022 and completed by March 26, 2022 just in time for the new government regulation to start. Unfortunately, we have a lot of constraints and limitations listed below.

IT deployment is being done by a 3rd party that has many projects happening at the same time as our deployment timeframe
Limited staff in the LTC Facility to participate in the project so we need to limit the meetings and ensure project team has list of detailed tasks
There are strict security requirements when working on the LTC Facility grounds because its government regulated
We cannot miss the March 26, 2022 date due or else Toronto Retirement Campus will receive a fine

Scope:

Change the electronic health record system to TBC Solution
Implement a new CRM application
Update the Medication Prescription Management
Implement a new Laboratory Services Management
Update all the computers

Jaymie Tick is the executive sponsor
Mike Smith is the Chief Medical Office and will act as the clinical subject matter expert
Michelle Gord is the Chief financial office and will act as the financial subject matter expert
Nathan Kyle is a head nurse and will be the product owner for the TBC solution system and will need to be trained on how to manage the system and database.
Anna Tomson is the IT lead for the project
A Government representative named Tobey Holly is overseeing the integration and reporting to ensure it meets the government requirements
