Building is already rented so it only makes sense that Google continues the idea of starting the campus.

Protestors are only going to be protesting to a short term, somehow it will slowly reduce and try to embrace the company should the company all the recommendations given.

Political support of Berlin could help fighting protestors, so it wont continue to be a huge problem.

Berlin's vibrant startup scene and its macro-environmental factors and its advantages seem like it is the best option.

Option 2: Find a different German location or other cities.

Look for other promising locations in Germany itself, since this time the company has more experience. They could possibly talk to the residents of the area first.

Also, other cities are possibly more open to Google campus opening.
