Section 1983 allows incarcerated individuals to sue state officials who deprive them of their constitutional rights.  How, if at all, should lawsuits by incarcerated people be limited?

2) Should a person who files numerous frivolous lawsuits have this right taken away? How many "bad" lawsuits would an imprisoned individual have to file before losing access to the courts?
