The performance measures should be “balanced and comprehensive” meaning that they should cover all the components of the program and should not be duplicative (for example number of miles of road paved per day, per month, and per year). Duplicative measures will be considered to be only one measure and will be graded accordingly. In addition to filling in the template, students will include

(1) a one-to-two paragraph description of the data sources for the performance measurements, including any possible difficulties in obtaining data,

(2) a one-to-two paragraph description of the method for identifying the counterfactual for outcome measures, and

(3) a one-to-two paragraph description of how to implement the performance measures to ensure continuous monitoring. Students are free to change their original exercise #1 logic models, based on the feedback they received.
