The Commonwealth of Kentucky passes a law that says that trucks containing and carrying hazardous liquids are not permitted on Kentucky roads.  If a court is now considering whether or not Kentucky had the power to pass such a law, what would justify Kentucky passing this law?  Would Kentucky be successful in arguing that the Commonwealth had the power to pass this law?  Why or why not?
