Thecomplex leadership strategy I would use is to anazlye the cost, risk, and the reward. The cost is having a buidling (onsite work space) designed for people and it being empty or half used. Risk is having company devices at an employees home with senstive data, also low productity. The reward is being comptetivey in a highy remote market, having emplayess have a work lif balance, and saving money on (onsite work space)

Confilcts may arise with diffrent viwes from leadership as to if the emplayees should be fully remore or a hybride shchdule or fuly onsite. Also conflict within the departments becaues the schdules may not be the same. Each department has to analye thier workflow and to see if thier staff can paripate.
