I think the main differences in the reasons for resistance to change versus resistance to control stem are that they stem from different places. Resistance to change generally stems from an inherently conservative, reactionary place. One way or another, resistance to change boils down to fear (of something new or different, of losing ones existing status or power) whereas resistance to control is the opposite. Resistance to control generally comes from a desire to want to maintain ones own power or sense of independence, not necessarily from a fear of change.
