  1. Title

An Analysis of the School Funding Norms and Standards and Expenditures of UMzinyathi District Schools and Their Impact on Educational Outcomes.

  1. Background to the Problem

The financial situation of schools in the UMzinyathi District has been a major concern for many years. This has been attributed to inadequate funding from the government, which has resulted in inadequate resources and infrastructure for the schools. Lack of financial support makes it impossible to obtain a high quality education, but misusing the resources that are available makes the situation even worse. The UMzinyathi schools are set to achieve educational aims and objectives like all schools in the KwaZulu-Natal schools in the province. The management of the school budget is essential to achieving these objectives efficiently. Effective school financial management requires both compliance with legal obligations when making financial decisions and an understanding of what school financial management comprises. In order to deliver high-quality instruction, school financial is the execution of managerial tasks related to the financial phases of schools. Effective financial management is a system that has the following components in place, i.e., clearly defined responsibilities of the financial manager, a clearly outlined budget that is in line with the school's goals, monitoring systems, an active financial control procedure, a precise and suitable recording system, a method for appropriate procurement and efficient bank account operations with proper reconciliation of bank statements. When managing school finances, applicable regulations relating to financial management and accounting principles, such as Generally Accepted Accounting Procedures (GAAP), should be used to ensure successful financial management.

The National Norms and Standards for School Funding (NNSSF) in South Africa offer a legal foundation for quintile-based school funding. It is believed that the five-quintile grouping of schools will eliminate historical inequalities in education. Quintiles 1 to 3 are free that are primarily located in townships and rural areas. Fee-paying schools located in urban and more affluent areas are Quintiles 4 and 5. Parents in fee-paying schools are required to pay the fee assessed by the schools, according to Section 40 of the South African Schools Act (SASA). However, parents also have the right to demand that the money they pay is used wisely. Therefore, it is the responsibility of the financial managers of the schools to guarantee effective and efficient management of all funding. The managers and the members of the school governing body should have a clear understanding of their roles in financial management.

Having the background knowledge required to fulfil their financial management obligations is equally crucial for the school's financial role players. Educational needs are more than the budgetary provision for education. In effecting the redress and improving equity, public spending on schools must be specifically targeted to the needs of the poorest.
