As a group, develop an unsolicited informal planning proposal for solving a problem, improving a situation, or satisfying a need in a Connecticut community. Begin by brainstorming as a group to come up with a list of possible issues or problems to address in your proposal. Narrow your list, and work as a group to focus on a specific issue or idea.

Your proposal should address a clearly identified audience of decision makers and stakeholders in the given issue.

This is an unsolicited informal proposal. Internal proposals can be in email or memo format; external informal proposals should be in business letter format. If this is a proposal for Three Rivers, it is an internal proposal; if its for a community, its an external proposal. For the purpose of this assignment, if you choose to write an internal proposal then you will submit it in memo form rather than an email.

The design and heading/structure of your proposal should be dictated by the problem you are addressing and your proposed solution.
