I think that the first thing that I would do for low morale is to hold a meeting and try to find any issues that the employees are having. I might try to help them to be more involved in their work by increasing their involvement with the company goals, however, that does not apply to activities as the question mentions. When it comes to activities, there could be a couple of regular events, as well as special events when something big happens within the company. Depending on the size of the organization, there could also be special events for the employees such as on their birthdays. As far as regular events go, I think that having them too often might be too costly or too much work, and have distinguishing returns. The organization could do an employee game night every other week. The company could provide snacks on these game nights. I think there should also be a once a month potluck including the employees' families.

If I was a manager at a workplace where the morale's seemed to be declining and the employees are becoming less productive I would first sit down with everyone and have a team meeting and get a little more insight on why this all might be happening. After the meeting I will pull the team leads to the side and get kind of a idea on what we could all to bring back the morale's and proactivity levels in the employees.
One way to try and get the employees back up in spirit could be by having a friendly competition amongst each other. and the team that wins gets a prize like a pizza party or a night out or something. By doing this it would show the employees that as a manager we do still generally care. Another way to get employees up and going again is by setting SMART goals. By setting SMART goals they would have realistic goals to try and achieve by a certain time period. As a manager you can also keep everything positive and by giving your employee some good feedback when they have accomplished a new task in the workplace or just to give them some positive feed back instead of just always having no feed back or negative feedback all the time.
