Once you have developed the document for Part-A, you need to consult with the relevant stakeholders (Project managers as mentioned above) and present the document and analyse the program-level risks and provide assistance and monitor the project managers in the analysis, evaluation and treatment of the risks by presenting the risk management plan of the organisation. You need to obtain confirmation from them regarding the transparency and dynamics of the risk management across the program to mitigate the risks within a certain timeframe
